What PHD loan are you talking about? The postgraduate loan is for those undertaking masters level qualifications only.

I'm not sure the postgrad loan covers phds.

Either way, its not generally advised that you do a self-funded phd https://www.timeshighereducation.com/features/ten-steps-to-phd-failure .

The main way of funding a phd is to apply for phd projects that are already funded (see findaphd website for example) or to apply for general scholarships from the research councils.
