How to start a proposing debate speech?

Hello ppl!
I have a debate tomorrow and I'm the proposer and the motive is that we are the government and we try to get some villagers(opposers) to give up they land for a nature reserve area so I was thinking how to start the speech? Should i start it as Good Morning Ladies and Gentlemen or Good morning fellow citizens or what? Help really needed...
