Failing physics Masters dissertation or handing in for postgraduate diploma

Hi,

I am in a bit of a unconformable stressy situation unfortunately. I am on a masters degree in physics with a dissertation project in industry. I have finished my taught semesters with reasonable success, however my industrial placement has gone horribly:

The appropriate arrangements were not made for me working here
I have no been given I willing/adequate supervisor
The projects I have been tasked with require equipment and facilities that are just not available to me
I have been given 5 or so low level projects instead of one high level research project which I can write my diss on
The facilities here are somewhat dangerous etc

My question is, am I better off handing in my terrible dissertation and failing or potentially getting a bare pass. Or not handing in and getting a postgraduate diploma?

I was hoping to go onto a PhD, however I am unsure which of the two rather bad situations is worse.
