Which axis does the transformation affect if the 2 is outside the bracket? And what does the + mean?

Have you done graph transformation yet?

Basically, in this case you are taking the graph of a function y=f(x) and adding 2 to every value of f(x). That means the graph of y=f(x)+2 (which is the same as what's written in the question since the order of addition doesn't matter) will look like a graph where 2 has been added to every point on the graph y=f(x).

Can you deduce what such a graph must look like?
