Absolutely not. This is a formal application so you need to keep it professional. It is not a life story or a piece of creative writing. You risk not being taken seriously.

Generally, no. The only exception I can see working is an example of work experience - if you were inspired to study the course because you did something interesting, that might make a good opening. This would be something like you did your work experience in retail, saw how your manager handled a difficult customer, and now are inspired to study a degree in retail management. However, it needs to be kept short and to the point, rather than long and rambly like the word "story" suggests. It also needs to be recent - unis are not interested in what you did longer than 3 or so years ago. The other thing to remember is that unis are more interested in you, so wouldn't really need to know too much detail about the hypothetical manager's actions.
