Clothing, wearing ripped jeans to a university interview speaks wonders about how prepared and bothered you are for the situation. It's the part that requires the least effort to put into for an occasion (though cost it may be higher).

Like some people look really messed up.

Haha but in all honesty, someone face makes or breaks it, it's the most unique thing about you, how it looks in picture and how it looks when someone smiles, laughs, giggles, gets angry, shouts, cry, everything about it is unique.

Yeah they do, they should compliment your face in a basic sense, just look good.
On top of that it should work with your hair type, lifestyle (how you can maintain it) and your personal style, a shaved head and long flowy hair give off very different vibes.
So it does matter, but a lot of it is down to personal preference.
