I don't know the answer, but common sense would suggest that they would accept what the referee says. What else would they do? No admissions tutor is going to try and look up your family tree and search the register of births, marriages and deaths for verification...
Unlike Cambridge, Oxford does not require/provide a separate Extenuating circumstances form for applicants. It simply advises referees to describe any extenuation on the main UCAS form see here
