Court Jester Hypothesis (Red Queen Hypothesis)

My class is studying the Red Queen Hypothesis and I have to write a speech about the Court Jester Hypothesis and I can find hardly any info on it and I wondered if anyone had any examples of the CJH or any info to fill out my speech.
