Which Grades are better?

What is better a slightly better average grade or more grades of slightly lower average but still good quality.
E.g. Which is better 4A*, 3A, 1B or 3A*, 6A,4B
Better average.

I know this is a bit of an extreme example, but I'd rather have 7 A's than 10 C's.

They're basically the same - i.e., meaningless.
Take it as a matter of proportion, as opposed to a matter of quantity:

The first subject (A) has 8 total GCSEs, 7 of which are A* and A, that means that 87.5% of the subject's grades were A* and A
Whereas the subject B has 13 total GCSEs, 9 of which are A and A*, only 69% (rounded to the closest integer value), of the subject's grades were A and A*.

However from a Universities perspective, they care about both quality AND quantity.
