What do full time HR staff do when a company isn't recruiting?

plan for future recruiting cycles, seeing what the company needs/what skills they are looking for, if they need to lay some people off, managing internal staff with promotions and disputes etc (big one), training or organising training for new recruits

depends how big the company is, or whether they operate globally/internationally, usually once they reach a certain size they open a dedicated HR department. Before then its just another task for the existing managers/ CEO. Seen this on google, dont know if the formatting will work once i post it

edit: it didnt, but see the website here lol, HR departments aren't huge, usually less than 10 people
