When is the best time of the year to apply for a job?

Although there have been loads of jobs to apply to, I have had a terrible run of it this summer. Among many things, I think that me competing with a lot more candidates (particularly school leavers, college leavers and graduated) that is had made it a little harder.

When do you think is the best time to apply?

I think you've pretty much said it yourself; you're probably best avoiding the periods when students and school leavers/graduates are looking for work, which will be at Christmas and Easter holidays, over summer holidays, and around graduation time in June/July.

IMO it's around now when the Christmas jobs are out an companies are mass hiring they seem to be generally a little more relaxed about the application and often have multiple vacancies.
