    Hey there,

    In that context, you can look at it in two different ways. Either a certain person/party/regime was unpopular with a certain group of people (for various different reasons). Or it can be the context of a decision being unpopular with a certain group of people (again, for various different reasons). An example would be something along the lines of 'The Nazi Party was initially popular with the German people, because at the time Germany was in ruin and suffering in the aftermath of WWI. They had a charismatic leader who offered them hope and........ (you get the idea......).
