I am looking to go into Fortismere next year and want to take History but I don't have it at GCSE. I checked their website and they said that you are required to have a gcse in history.

But most colleges don't need that.
Has anyone taken History a level and Fortismere without it at GCSE?

The only people who can change that are Fortismere. Contact them and ask if there is any discretion or other way to prove you have the aptitude to do A level. You can point out your high attainment in other arts or social science subjects.

They get to decide their own rules. Maybe you had a good reason for not taking it at GCSE? Just ask.
