    It has to be signed by a professional or someone in a certain role, so I doubt your friend would be able to sign it. Try a doctor who's known you a while.

    Incorrect - the roles are "suitable people", however, anyone of good standing can sign it.

    It's at their discretion, but they don't usually check things that much - passports have a stricter requirement, but this is the DVLA..

    So you are saying that it would be fine to ask a reliable friend?

    Like I said, it's at their discretion as to who they deem acceptable, but yes, it's probably okay providing their in employment.
