    Im shy in that sort of situation. So i probably will do nothing- if she stares when I look at her, i might smile and nod.
    Talking to her would be weird unless if I had a good reason (friend introduces me to her or she talks to me first)

    Agree.

    I'm not shy but I think it's rude to stare at people you don't know & creep them out.
