Hello, upon reading a job description, it states

    Fully Flexible rota basis (Monday-Friday 8am-8pm and Saturday-Sunday 9am-6pm)

The interviewer said the rota changes every week

Does this mean if I am busy after 4, I can say to my boss that I want to want 8am - 4pm

If it says "fully flexible" then generally it means they want you to be available at all times. Usually you have to be the flexible one, not them. So you can say you're not available after 4pm, but if it's a regular basis they won't be happy about it.
