If said theories lack evidence, then they are disregarded for that reason.

Science has theories that are backed by massive amounts of evidence. A new, replacement, theory would need to explain at least as well, if not better, all the evidence. This does happen, e.g. Newtonian mechanics was improved upon by Einstein.
