Not sure which section to actually ask this so trying here!

Was driving back home tonight and tons of idots driving..almost got hit by three cars in wrong lanes, one indicating to turn then kept coming etc..

Anyway, my issue is, at one of the major junctions out of the city, I got caught in a yellow box. I thought my exit would be clear, but then another car in the wrong lane pulled into mine in front of me and meant I was suck inside the box!
I tried to quickly get into the lane next to me which had a space, but as I was manuvering, someone who must have clearly jumped the red light behind me then rushed into the lane space, again blocking me in!
As a result, im almost sure im going to end up with a PCN now..So what does this involve? From what I can see on the city's website, they say
"The penalty for all moving traffic contraventions in Cardiff is £70.00. If payment is made within 21 days then this is reduced to £35.00."
So, when it inevitably comes through, do I just pay the £35 and its all done with? Does anything further happen?! I can't see anything about any points, but ive only been driving 9 months and this is my first 'offence'..

If im extremely lucky (and I never am) hopefully nothing will come of it, but im pretty sure the whole roundabout area is covered in cctv.
