Smokers outside my room watch

I live in uni halls on the ground floor. My room is next to the communal area of my flat. The windowsill to the communal area is the only one in my block to not have a bush in front of it, so people who smoke come and sit on it to smoke. The smell of the smoke comes into my room. I reported it to maintenance who put some kind of insulator around my window, but it hasn't done anything. The guy said I can tape up the vent, which I'll do tonight. The smell gets so strong when there's loads of them smoking and it makes me feel sick. I doubt they'll listen to me if I ask them to move, because they haven't got anywhere else to move to (well, they do but nowhere else to sit down and smoke). I'm thinking of going to reception and asking if we can block the windowsill at all to stop them smoking there, because it is truly awful. I've bought a room spray which I use whenever I smell it. I can't have my window open at all because of it.

What else can I do? I know I'll get a lot of answers telling me to just talk to them, but I haven't met a lot of the people who smoke there so if a stranger just goes up to them and says "please don't smoke here as I don't like it", they'll be like "no you don't control us we do what we want".
Do you think parents should charge rent?
