People who have an interest in one of the courses they offer, think they'd like to study there, and are in the position to make a competitive application. You're limited to five university applications in the UK so people will generally only apply to a university if they believe that they have a feasible chance of getting a place. Oxford is one of the most competitive universities in the country so no, I wouldn't say it's "common" to apply, but on the other hand it's definitely not some kind of secret establishment that only the landed gentry and ultra wealthy attend. Admissions is entirely meritocratic, or at least as meritocratic as it can be in an unfortunately not entirely meritocratic society.
