    They rely on you being a good human being and going in and paying your bill. If you don't clear it you can't borrow any more books.

    i mean public libraries with library cards. because I want to use the computer but they charge for excess time over a set limit per day but I'm wondering how they would be able to do that

    Some libraries for example may refuse to allow you to take out items or use their computers if you incur more than a certain level of fines, e.g. £5.
