Rotation 60 degrees, clockwise from centre (0,0)

As it stands, that can't be just a rotation, because it needs to be in the form

    cos theta -sin theta
    sin theta cos theta

But is there something you can factorise out that gives you a matrix of this form?

(I think you have probably done this, as you have the right rotation. So what does the number that you have factorised out tell you?)
