Your petition is not hosted on the official Parliament petitions website, and is thus unlikely to elicit a Governmental response or Parliamentary debate after 10k and 100k signatures respectively. (Besides, on the website I linked to, there is already a cut-tuition-fees-to-three-grand petition, which has approximately a dozen more signatures than yours.)
