Also if someone could tell me if my BEng would be good for PhD programs in the USA, that'd be great too.
    You will almost certainly need to stay for the MEng at UCL or do an MSc prior to a PhD.

    You'll probably need a MEng to do a PhD.

    Possible but extremely difficult. If you were en route for a good first and impressed your project supervisor it's possible you could get an offer from them, however you may still have difficulty with funding.
