Debate: What is punk? Does it still have a place?

So, a discussion I was having IRL the other day - what makes a band punk? Sure we tend to imagine a certain sound when we think punk (generally that of the forerunners - Sex Pistols, Clash, SLF etc.), but is that what defines the genre, or is it the DIY ethos and overtly political and counter-culture spirit that makes a band punk, rather than just noisy pop music?
