Why would you want to put white down if you aren't?

I would say Arab, but I suppose you're free to put what you want. Is there not usually an option for North African?

Put whatever you want, it's what ethnicity you consider yourself to be, it's not legally binding. There's also a prefer not to say box if you find it confusing.

I wouldn't think you'd get in trouble, especially if you have a reason, such as being classed as white in the US, then I think that would be fine.
