Does difficulty of paper give any advantages over making the grade threshold?
I heard that making grade threshold for each subject depends on the level of paper. Is that true? Since I found the CIE Oct/Nov 2017 maths paper bit difficult than last past papers.

So the principle that grade boundaries/thresholds are all based on is the idea that every year group has equal collective intelligence.

Therefore, a given percentage of every year group is awarded an A, and a particular percentage every time gets a B, etc. using a normal distribution.

So once they've marked all the papers, they will set the grade boundaries as near as possible, to those percentile targets.

Whether the paper is "hard" or "easy" is subjective based on your own opinion. If people generally get lower marks in a given year, then they will still give a certain percentage of those people an A, exactly the same proportion (roughly) as last year and the year before. Therefore, the boundary between an A and a B will be lower for that reason.
