so I just moved to London and my school is making me take the English language paper this year (at the end of year 10) but I know that a lot of people are doing at the end of year 11 so there isn't a law to take it at the end of year 10 right? My parents are going to speak to school to take it next year because obviously my English is not really good and I need at least a year to be ready to english language

No, you can take it whenever you like, it doesn't have to be in year 10.
