So I was stupid enough to not take Maths at A-level and now we're a full half term into college. I'd like to either do political science or PPE and preferably abroad as I have an Irish passport and so can study abroad at a lower price. I don't overly mind studying here though.

Are there any universities that will offer PPE if I have not taken Maths at A-level?

Is it too late to switch subjects?

Well about switching subjects just ask your college. They’ll either say yes or no but you’ll have to be willing to work hard to catch up. Argue your case, say you want it for the degree you want to do.
Most degrees do want Maths because at degree level, especially economics becomes very maths based but do some research into which unis would accept you without it
