When do LSE usually make offers for undergraduate law applications? (Like what time of year; would it usually be December or early next year?)

Depends on when you apply. If you applied in Sept/Oct you'll probably hear before January. Most likely late November - December. They usually give out offers 8-12 weeks after you apply, but it can be much later.

Last year, the offers were all over the place, due to the downsizing of the admissions team mid-season ()

I'd expect an offer (or rejection!) anywhere from late November to March. Bear in mind that most applicants will have also applied for Oxbridge, so these dates assume an original application date of early October.
