Do they scrutinise every single word and sentence, backcheck every little bit etc or do they just give them the once over to check for any glaring spelling mistakes and your enthusiasm for the subject?

I think it depends on the uni, no one will know for sure.

considering the amount of applications they are going to recieve from people with similar grades, I imagine that Personal Statements are a big part in their offer making process.

If there are 10 spaces on the course and they have filled 9, and they have 2 more applicants both with the same grades. Then the PS and reference will make a huge difference

It comes down to the university you're applying for and how popular the course is. If you're applying to a university that's very sought after or a very popular course and there aren't many places left on the course, they will look at it. If you're applying to a less popular uni, or a course that's less popular, probably less so. The main thing they will look at are your grades. Then most likely reference. Then personal statement. It's basically to whittle down the applicants if they don't have enough room.
