    They're not the same thing at all.

    A target is what you are told you should be aiming for (based on your past performance e.g. at KS2 SATs or other assessments.)

    A prediction is what someone actually thinks you are going to get.

    I've seen students targeted an A and predicted a D or targeted a B and predicted an A*.
    They gave us a prediction based of our end of year tests which they gave us a target for

    ALSO Some of us do GCSES early which they also take into account
