Your chances are scuppered for this year, friend. It's as simple as Oxford put it: no test, no entry, no exceptions

People often say that registering for the admissions test is for your sixth form to do but in actual fact, you can literally do it yourself.
What I'm trying to say is that your sixth form is not solely to blame for this issue. Did you inform them at all that you needed to register for the PAT?

I checked how to register online but it said the test centre must register you and you can't register yourself.
I didn't tell them I had to register but they were well aware that I needed to do the PAT.
So you didn't tell them that you wanted to sit the PAT, but expected them to enter you into it?

To be honest, this will almost definitely stop your application from getting to an interview. Your best chance might be to contact Oxford admissions and explain to see if there is anything that might fix it.
