Can I walk out of a university offer before enrolling?

Hey all

So I'm applying to university for a 2019 (deferred entry), because I ideally want to study at a foreign university and UCAS is just my backup. So I was wondering, if I get the place at the foreign university and also get the grades for my UCAS choices, is it possible to inform the British University that I don't wish to attend there, without paying any fee or getting into some kind of dispute with the University?
