    1.In what circumstances may a person challenge before a court the lawfulness of a government action other than by initiating a claim for
    judicial review?
    2. In what circumstances, and for what reasons, will a court prevent a government body from changing a decision it has already made?

    I am not understanding these questions ... can anybody please explain me what these questions are asking for ...
    I have administrative law exam on 31st OCT 2017
    In need of urgent solution .. TIA
