For trying to lose weight, definitely cardio.
Lifting weights burn no where near as much energy as cardio. It's a good supplement, to help build muscle which will boost your metabolism and it does burn 'some' calories.
But to lose weight the only important exercise is cardio. Running is particularly good.

do both, but cardio + diet (calorie deficit) are most important. Out of all of those things diet is actually the most important.

    Both.

Cardio and weights are just as important for losing fat.

2-3 weight sessions a week will help keep your metabolism at higher levels. Metabolism at higher levels pretty much means your body will be burning more fat at resting state. 3-4 cardio sessions a week will help with a calorie deficit and overall cardiovascular fitness.

As long as you ensure you put in the work with regards to eating right then you will be win-win. Hopefully then you should see fat loss and also see yourself toning up too.

No form of exercise burns fat better than another. It's all about burning calories.

Keep in mind that while some activities burn more calories per hour than others, they're generally more intense and you can't keep them up as long. So, interval sprints might burn twice as many calories as jogging, for example, but due to the lower intensity you can probably jog for at least twice as long.

I assume you want to drop fat, not necessarily weight.

With that in mind, if you've never lifted weights before, weight training will definitely be the most beneficial by far. This is because a beginner can add muscle mass while dropping body fat while eating at around maintenance. Dropping body fat with very little muscle mass is extremely difficult unless you are overweight. Also your metabolic rate will be pathetic as you drop down, making it almost impossible to create a deficit.

If you just restrict calories without accounting for protein intake, or drop too fast from a relatively healthy weight, you will strip muscle, which will wreck your metabolism and leave you at an unaesthetic body fat % despite weighing next to nothing. It is almost impossible to fix that without PEDs because for most people, once they've dropped fat, they can't stand the idea of gaining fat (when they still look high body fat) in order to gain more muscle.

The more muscle you gain, the easier you will find it to cut.
