Hi , I am an international student and currently studying on my first year at the Uni and I was given the information I can apply for a social bursary by filling in EU17B form and providing my parents' income details. However I can not find the form anywhere. Could somebody help me out with a link?

EU17B is a form you would have received from SFE if you were an EU student eligible for a tuition fee loan. If you're not eligible for a tuition fee loan you can't get and send off EU17B (your university would need to ask for the information from you directly).
