    I want to become friends with someone but I don’t know how to..
    We do know each other and all that, but it would be weird coming up to him saying “Hi, we’re best friends know”

    How should I start?

    I'm not sure how many people accept the whole "hi, we're best friends" but it's certainly awkward.

    you need to find common ground where both of you meet up e.g. classroom, work room, same lunch table. then you create a general conversation by asking him questions on preferably topics not related to work or school (or things you know he is into). have these conversations regularly/ as much as u can and over time you'll become closer
