    It is a 10% sample, stratified by time. This means 10% of the people from each class width for time get selected to be in the sample. Round the numbers for people in the sample to an integer - you cannot have 1/2 a person!

    10% of 7 = 0.1 x 7 = 0.7 (Rounded up to 1)
    10% of 22 = 0.1 x 22 = 2.2 (Rounded down to 2)

    If you continue like that you should get the correct answers.
