    Studying in France at say SciencesPo, who covers the tuition fees? Is it a loan from the French government or must the fees be paid by the student?

    No, you don't get a loan from the French government. If you are liable for fees and you don't quality for any scholarships then you have to pay the fees yourself: http://www.sciencespo.fr/en/admissio...-financial-aid
