Do you need to know all the words on the syllabus in order to gain a high grade in a language?

Can you get a B or an A just by memorising half the words?

It's not about memorising the words...Can you speak about a topic on the syllabus for a certain amount of time, or read a piece of text about a topic on the syllabus?
