I have taken IAL at 2017 Summer,
    Results are the following:
    Core Maths - A*
    Further Maths - A* (without FP3)
    Physics - C,
    Chemistry - D
which, of course, did not secure me a place in Imperial College JMC, I am looking to retake IAL and I have these questions:
    1. Do they accepts results from 2 years combined (so I do not need to retake C1234FP12 again) ?
    2. Does taking Statistics / Decision Maths count as an individual subject as well?
    3. Will they look back to my last year's results and turn me down because of the bad scores?

I am going to take S1234 , D12 and FP3 this year if everything goes to plan.
Probably retake physics as well, but that's to be decided.

I'm confused by your plan. If you have taken maths and further maths IAL and achieved A*A* then there are no more maths qualifications for you to achieve. D2 and S4 are not available in IAL and the additional further maths qualification is not available in the IAL.

I guess I have confused GCE S4 with IAL :/
so is my Maths qualifications sufficient already? Do I need FP3 as well?
If so I guess I will start working on physics instead of statistics :/

You said you have A*A* in maths and further maths, that cannot be improved. edexcel have introduced a new statistics A level but I don't believe it is available as an IAL.

    No it isn't.
If that is all you have taken then you have cashed in a single A level in pure maths.
It may be possible to unlock those results and take 6 more units so that you can be awarded A level maths and A level Further Maths. I don't know enough about IAL cash in rules so you need to ask your exams office or could try contacting EDEXCEL for advice.
