    In that case, it's probably as the above poster indicated - quantity surveying, which is a major area of the built environment sector.

    No idea. Don't work in engineering

    Proposals suggests to me maybe a list of recommendations for whatever the project is. Whether that be a proposed bill of materials or design changes etc.

    I highly suggest you look this up elsewhere on the internet or in a book.
