    I've personally never been to Hertfordshire, nor do I know anyone there. But I would recommend looking for some teen/young adult groups based in Hertfordshire on some media sites. Or he can just some club or whatever. Hopefully if he joins he'll be able to get to know some people there and make friends.

    Thanks for the reply...but what kind of media sites...as these it's not safe to go any social sites..

    I think Facebook would be your best bet, however I suppose there is still danger is joining a group, considering how public Facebook is.

    He could make his own account on here and chat to other students.

    If you're worried about online safety, this site has rules against sharing personal information so he won't be at risk. Most people on TSR are here for the same reason - to chat about their education and future!

    As for making friends offline, does he like any sports or any other hobbies? You could Google '[hobby] club Hertfordshire' and see what comes up!

    Then as Future-Barista says, most teens his age are using Facebook to chat to each other and make friends. The minimum sign-up age is 13 and he can report any content that violates the rules.
