    Your plane is z = x^2 + y^2, putting this equal to the level set 0: x^2 + y^2 - z = 0
    grad(x^2+y^2-z) = normal to the plane at (x,y,z) = 2xe_1 + 2ye_2 -e_3. The equation of a plane is r.n = n.p, at (5,2,29) n = (10,4,-1) so the n.p is 10+8-29 = 18-29 = -11. So your answer becomes 10x +4y - z = -11. Z = 10x + 4y +11
