    I’m referencing a journal article and it’s got the following

    Journal Name Year 2015 13:38

    Does that mean the volume is 13 and the issue number is 38?

    It depends entirely on the referencing style you are being asked to use. For the styles I've used a number after the volume and a colon is often the page number while issue numbers tend to be in parenthesis or are not included in the reference.
