    What does 'who cares'? mean literally?

    guess its like a rhetorical question, the answer is no one. It basically means like why would anyone care about that/him/her etc

    Yeah, for example if someone was telling someone about something they'd done or something and the person was like 'who cares', then yes thats quite a rude thing to say
