Would it be better to use millimetres or centimetre values when drawing a graph, and in general?

For example, the EMPA June 2012 mark scheme states that the values should be to the nearest mm, would I be wrong if I did it to the nearest cm?

The accuracy of your answer will be at fault.

If the question explicitly specifies mm, then you will either lose marks or gain no marks for not following the instruction.
