Both involve programming, CS is a broad study of the theory of computation and design of computational systems, in the process you cover engineering and experimentational concepts. A CS degree offers concentration in the underpinning laws of programming and then thorough practise of selected languages.

Software engineering is then the application of techniques of computer science, engineering, and mathematical analysis to the design and development of software.
Programming, once learned and explored, becomes your primary process of formulating executable programs for computational problems, also modules such as Software Development are heavily concentrated in code quality and encryption.
Note this study is condensed into modules in a CS degree, however mastered and researched over the span of a Software Engineering degree.
