Choosing a referee: programme director or statistics module lecuturer?

Hi guys. I need to provide two referees in my PhD application. First one, I have my final year project supervisor be my referee.

However, I couldn't decide on my second one. Both programme director and statistics module lecuturer are willing to be my referee. Choosing statisitcs lecuturer makes sense to me, becuase you know, it is statistics and PhD is a reserach degree. On the other hand, programme director seems more powerful figure or more persuasive.

If you were in my position, which one would you choose?

Thanks a lot guys

Whichever one is likely to wrote you the stronger reference. The reader isn't going to wonder why you chose one over the other, they have no idea what options you had. What matters is the language and enthusiasm the referee is going to write with. As you are unlikely to know much about their reference writing style, you just have to guess and pick.
